When I took a typing class in high school (late 1960s), we were told that it was both to slow down typists (and mechanical typewriters can jam horribly if the keys that you use get "tangled"), and so that early typewriter salesmen could demonstrate by spelling TYPEWRITER using hunt-and-peck on only the top line of letters.
